The 121 electric cooperatives (ECs) nationwide were instructed to submit their EC Local Total Electrification Roadmap (LTER) to the National Electrification Administration (NEA) through Memorandum No. 2023-17.
This is in compliance with Section 5.2 of the Implementing Rules and Regulations (IRR) of DOE Circular No. DC2022-05-0017 entitled "Rules and Regulations to Implement Republic Act No. 11646 otherwise known as Microgrid System Act."
Under Section 5.2 of the said IRR, "The NPC and NEA, in consultation with the Distribution Utilities (DUs) shall recommend to DOE the template of the LTER." The LTER shall contain a validated detailed inventory of all areas within a DU's franchise that it plans to electrify including a specific time frame for electrification and DU-identified Unserved Areas for electrification through DU-operated microgrid systems. The roadmap must also contain a validated annual work plan for electrification and a validated detailed inventory of all Unserved and Underserved Areas within its franchise.
Electric cooperatives must submit their respective EC LTER to NEA Corporate Planning Office on or before 31 March 2023.
The implementation of the Microgrid Systems Act will accelerate the total electrification in the Philippines and ensure the provision of quality, reliable, and secure electricity service at reasonable rates in unserved and underserved areas. It will help NEA in achieving its target of 100 percent electrification in the country by 2028 in partnership with the ECs nationwide. ###
