Pursuant to Republic Act 11032 otherwise known as Ease of Doing Business and Efficient Government Service Delivery Act of 2018 and Anti-Red Tape Authority (ARTA) Memorandum Circular No. 2020-07, the National Electrification Administration (NEA) issued Office Order no. 2022-085 last 24 April 2022 to reconstitute the Committee on Anti-Red Tape Act (CART).

The CART, headed by Atty. Omar M. Mayo as Chairperson, Atty. Gwen P. Enciso-Kyamko as Vice-Chairperson for External Affairs, and Ms. Annabelle P. Cruz as Vice-Chairperson for Internal Affairs, shall ensure that NEA adheres to efficient and prompt actions, resolutions and transactions in line with the agency’s functions and responsibilities.

In context, the CART shall be the coordination body that facilitates and assists various departments and offices in implementing efficiency mechanisms. These mechanisms involve the following programs: Regulatory Management System (RMS), Citizens’ Charter monitoring and standards update, knowledge transfer, client satisfaction measurement, ARTA Helpdesk, and the Electronic Business One Stop Shop (e-BOSS).

The RMS includes monitoring every formulation, modification, and repeal of regulations, ordinances and other related issuances for review and assessment. Copies shall also be submitted to the Philippine Business Regulation Information System (PBRIS).

 CART is in charge of establishing service standards, and updating the Citizen’s Charter especially regarding procedures, time, documentary requirements, and fees. To reinforce the updated standards in adhering to the mandated ARTA and RA 11032, CART shall ensure the effective knowledge transfer among employees on ARTA-related trainings and briefings. The Committee shall also ensure that mechanisms for measuring client feedback and satisfaction are implemented well and collated for annual reporting.

To make all the above-mentioned programs run smoothly, e-BOSS must be in effect as mandated under RA 11032. It is meant to reduce the steps in creating, processing and validating documents. ###
