President Ferdinand Marcos, Jr. has appointed former Misamis Oriental I Rural Electric Service Cooperative, Inc. (MORESCO 1) General Manager (GM) Engr. Jovel Ubay-Ubay as acting Member of the National Electrification Administration (NEA) Board of Administrators.

Energy Secretary Raphael Lotilla administered the oath of Engr. Ubay-Ubay as a new board member on Monday, 31 March 2025, at the Department of Energy (DOE) office in Taguig City with NEA Administrator Antonio Mariano Almeda as witness.

Engr. Ubay-Ubay is a rural electrification veteran having led MORESCO I for 38 years before moving to the Government-Owned and -Controlled Corporation (GOCC). He brings with him decades of technical and operational expertise in the power distribution service industry.

The former GM also served as chairman of the NEA task forces that rehabilitated the operations of the Zamboanga del Sur II Electric Cooperative, Inc. (ZAMSURECO 2) and MORESCO II. He also worked with the Philippine Electricity Market Corporation (PEMC) Board.

President Marcos signed Engr. Ubay-Ubay’s appointment papers on 25 March 2025. Other members of the NEA Board include Administrator Almeda, Rene Gonzales and Alipio Cirilo Badelles with Secretary Lotilla as chairman.

The NEA Board of Administrators is the collegial body that exercises the corporate authority of the state-owned corporation, guided by the principles stipulated under Republic Act No. 10149 or the "GOCC Governance Act of 2011.”

“The NEA is thrilled to have Engr. Jovel Ubay-Ubay to help us execute our vision for the rural electrification sector under the ‘Bagong Pilipinas’ agenda of President Marcos. His grassroots engineering expertise will be useful in shaping our policies moving forward,” Administrator Almeda said.###
